Our group is not into accepting everything that is submitted to us, because people could simply look at the deviantArt's gallery for that.
There is also various other groups about customization and we don't want to be one just like the others.
That's why we make the personal choice to choose the best works there could be on deviantArt.
I did not take part on the voting process for your cursors, so I won't speak in the name of the voters. Usually the criteria are quality of execution, originality, and I'd also say we're looking for contemporary works.
The voters are not always the same and the team has changed over time, so you may find counter example in our galleries. But you can still take a look to see what we're searching.
We're just one group among others with specific choices, that's all.
But I see your cursors have already been accepted by 16 other groups, so our choices shouldn't be a problem

can i ask which file contains the scroll bar bitmap in win7 ?
i'm working on a theme and that wil be appreciated
I think you're looking of the file number inside the *.msstyles, but they are many. You'll find them between 765 and 780.
But I'm not too sure, because I work with Windows style builder, which may change some numbers of the png.
By the way, I know it's not free, but I could only recommand you to make some research about Windows style builder, it will really help you work on a theme and you will have access to more options, about spacing and all that, that you won't be able to change with a simple resource hacker.
